Currently the Firefox button has 7px of padding from the top command to the edge, and 6px of padding from the bottom command to the edge. Native menus have 9px of padding at the top and bottom.

I think the padding you're referring to includes the menu item padding. I think we're going to want consistent padding on all sides of the app menu panes so that when a menu item is highlighted there is even white space on all sides.
Alex, does https://bug610773.bugzilla.mozilla.org/attachment.cgi?id=489539 look right, or is there too much padding in that?

The patch in bug 610773 will fix this.
